- investigated deleteDatabase() in sync API, the spec is missing onversionchange event
- added basic support for onversionchange
- split some remaining tests in async suite into standalone JS files (before converting to sync API)

- Bug 856921 - Ensure that all quota failures are exposed to JS as QuotaExceededError
- Bug 824027 - Intermittent indexedDB/test/test_file_quota.html ...
