Design chat

The appversion/tree patch in data1.1 triggered two design questions, around the outreach view, and the signoff view.

Recap: The life.models.Tree db object represents a combination of repositories, one l10n, and a flock of en-US repositories, that are tested against each other.

I really wanted to write something up about our discussion here, but testing my thinking on real data just flushes all ideas on a regular basis.
