Help needed: Bug 939466 - 3G not working on ZTE Open after update to 1.1

   Working with :BenWa from gfx team integrate new will-animate CSS property in gaia in order to improve scroll performance (bug 942333)

   Battery harness signup done, first batch of harnesses and ammeters will be built, not sure of delivery at this point, most likely mid-January for most people
