Goals

We want a way to let users know about and set up new lists through one or more promotional panels that are at the end of the about:home swipe flow.

We'll have to be able to set default services or sites for these promotional panels (see My List: Subscribe to feed or service as a new list), and those defaults will have to be settable in distribution files.

Use cases & user stories

• When I tap on the "you can customize your homescreen with new lists!" promotional panel, I want the new list setup flow to be triggered, so I can try setting up a new list without having to dig through my settings.
• When I tap on a promotional panel about adding a new partner service list, I want the new list setup flow for that partner to be triggered, so I can set it up without having to dig through my settings. (See My List: Subscribe to feed or service as a new list)
