Would we really favor XBL for much of this as oppossed to Cpp for the Forms...

I can see (with my limited knowledge of Form Controlls) problems with form submission, <form/> constructs (where there can be multiple form elements at the start of a document and the items later on correspond to different ones. Granted some aspects would be easier with XBL, other aspects I would foresee not.

Either way the Cpp Side of it all needs, if nothing else, some sort of a overhaul (imho).
