Alternate approach to moving forward with phonebook in Q1 due to resource limitations.

Scope

Put a single page up at mozillians.org that has:

• information about our plans (including wireframes, mockups, links to technical docs, etc)
• a link to a forum for people to discuss project (mozilla.mozillians?)
• a sign-up form for people who want to know when registrations are possible
