This is the ability to capture video and upload it to a server.
2. Users & use cases
1. I want to make a short video and upload it to youtube. I press a record button a web page. That brings up a dialog where I can capture video. Once I'm done recording, I can close the dialog and then press a button on the web page to upload the video to youtube.
