SVG:Specification Issues:Embedding by Inclusion

While trying to work out the bugs in Mozilla related to embedding SVG into HTML by inclusion (inline) it has become clear that the SVG and CSS specifications do not sufficiently detail how things should behave. This page will be used to describe the conflicts and questions that need to be answered before we can resolve these Mozilla bugs.
