The list of Firefox OS permissions is documented here:

This usually only lists the current production version of Firefox OS (e.g. currently 1.3).

The source of truth for permissions is:

• https://mxr.mozilla.org/mozilla-central/source/dom/apps/src/PermissionsTable.jsm

The best way to get a list of readable permissions on a per version basis is by looking in Web IDE (formerly called "App Manager").
