Performance/MemShrink

MemShrink is a project that aims to reduce Firefox's memory consumption. There are three potential benefits:
# Speed: less cache pressure, and less paging. The latter is crucial, as it can destroy performance.
* P2: The default priority; used for bugs that aren't clearly P1 or P3.
* P3: For bugs that affect small number of users, eg. because the leak only manifests if multiple add-ons are installed.

These priorities will be used to guide discussion in MemShrink meetings.
