New mentors are nominated during bi-annual council work weeks. During these work weeks, the council first identifies 15 a number of particularly active Mozilla Repswho have the right profile to become mentors. Then 10 of the 15 Reps are nominated , a selection is made through a process of [http://en.wikipedia.org/wiki/Range_voting range voting]. The If the Council has decided that X number of new mentors need to be selected, then the top 10 X of the range voting list are then contacted and invited to join the program as a mentor. If they refuse, the next highest nominated mentor is contacted.
