I think standardizing the XUL tagset at this time or probably any time in the next year or two would be dangerous.

XUL is nowhere near complete, or polished enough to be as useful as the tools provided by Microsoft and Macromedia.

Some of the primitives used to build XUL are already in the standardization process (flexible box, XBL) and we should look to standardization of the primitives not the langauge first otherwise we stand to drive away app developers and lock in current app developers to present capabilities for what seems like a somewhat arbitrary goal.
