Timezone Scratchpad

Didn't get quite as far as I was hoping. After discussion with Clint, realized that the dirty bit stuff was significantly hairier than first thought. First pass will probably just convert timezones in calDateTime.cpp. Theory is that mTimezone should probably change from a string type to a subclass so that we can ensure that all relevant changes are caught. I should be around IRC on and off on Saturday.
