Splitting out collector
- (lonnen) Submitted comments from his review of Antenna.
- (willkg) Went through Lonnen's comments, did a bunch of cleanup and wrote docs.
- (willkg, miles) Talked about the current state of -dev, logging, statsd, sentry and pigeon.
- (willkg) Will work on pigeon testing, code fixes, etc.
- (mattb) Will work on load testing Antenna.
