Splitting out collector

• (willkg) Added Sentry support for unhandled exceptions in Antenna.
• (willkg) Built a test harness and wrote tests for pigeon. Fixed some issues while doing that.
• (miles) Got logging working on -dev environment.
• (miles) Built -stage environment.
